On 29 May 2018 in Ha Noi, supported by the German Hanns Seidel Foundation (HSF), the Institute of Strategy, Policy on Natural Resources and Environment (ISPONRE) within Ministry of Natural Resources and Environment held a Consultation Workshop on Draft Action Plan for the implementation of Vietnam’s Sustainable Development Goals towards 2030 of the natural resources and environment sector.
The National Action Plan for the implementation of the 2030 Sustainable Development Agenda was promulgated as per the Decision 622/QD-TTg dated 10 May 2017 of the Prime Minister, in which 17 Sustainable Development Goals of Vietnam towards 2030 have been set including 115 specific targets, in corresponding with global Sustainable Development Goals targets which were approved at the Summit Meeting of the United Nations in September 2015. The National Action Plan shows the Government's committed effort to implement the Sustainable Development Goals of Vietnam.
Regarding the implementation arrangements, the Ministry of Natural Resources and Environment is responsible for leading on targets: 3.8.a, 6.1.d, 6.3.b, 6.4, 6.5, 6.6, 12.2.a, 12.4.b, 12.5.a, 13.1.a, 13.3.a, 14.1, 14.3, 15.1, 15.5, 15.6, and 15.8. As stipulated in the National Action Plan, the Ministry of Natural Resources and Environment is currently formulating the Draft Action Plan for the implementation of Vietnam’s Sustainable Development Goals towards 2030 of the natural resources and environment sector.
To begin the Workshop, Assoc-Prof.Dr. Nguyen The Chinh, Director of ISPONRE, and Dr. Axel Neubert, Regional Representative of HSF, made opening remark and welcome remark respectively. After the introduction of National Action Plan for the implementation of the 2030 Sustainable Development Agenda and the Draft Action Plan for the implementation of Vietnam’s Sustainable Development Goals towards 2030 of the natural resources and environment sector, all the participants actively discussed the Draft Action Plan focusing on the following contents: goals and targets, tasks and solutions and indicators. Based on the comments of the participants attending the Workshop, ISPONRE will revise and submit the Final Draf Action Plan to the Minister of Natural Resources and Environment. It is expected that the Minister will issue the Action Plan at the end of this year.
The Draft Action Plan consists of three main parts and two appendixes as follows:
(i) Goals: Overall goals; Targets;
(ii) Key tasks and solutions: Prevent and control of pollution, improvement of environmental quality; Integrated management, sustainable exploitation and economical and effective use of water resources; Management aimed at rational, effective and sustainable exploitation and use of land and mineral resources; Timely and effective response to climate change and natural disasters; Conservation and sustainable use of the sea, islands and oceans; Conservation of biodiversity and development of ecosystem services.
(iii) Organization of Implementation: Responsibility assignment; Budget; Monitoring and evaluation.
